Georgia District 139

State House Special Election

Voting Day is April 9th 2024. Four candidates are running for District 139’s vacated House of Representatives seat. One Independent candidate Robert D Mallard and three Republican candidates, Carmen Rice, Donald Moeller, and Sean Knox.

State House Representative This election is being held to fill a vacancy due to the death of Representative Richard Smith. Your vote matters and we encourage you to vote. Georgia Voter Identification Requirements A valid state or federal government-issued photo id is required when voting in the State of Georgia, please ensure you have proper identification with you on voting day. Where to Vote There are 7 polling locations open for the special election in Harris & Muscogee serving precincts in Cataula, Ellerslie, and Waverly Hall (in Harris County) and Muscogee County precincts are Epworth, Britt David, St. Peter, St. Paul’s, St. Andrew’s, Chattahoochee, and Moon Road. You can use the button below to find out your exact polling place. 

State Representative Candidates

Robert D Mallard (Independent) Campaign is focused on prioritizing District 139 & Georgia’s needs over partisan politics, with plans for Veterans, Elders, Education Reform, Economic Growth & the Special Needs Community outlined below. An Iraq War veteran, Business Owner, Father, and Educator. Robert ended his career as an Army Officer at Fort Benning, Georgia (Fort Moore), a recipient of the Bronze Star Medal, and the Samuel Sharp Award for his outstanding service and leadership in combat.

Sean Knox (Republican) Sean grew up in the pest control industry with his first work experience coming in his early teens as a “technician assistant” at Biltmore Exterminating; under the leadership of his Grandfather and Father. Sean is committed to serving the community and has served on multiple boards in Columbus, Georgia. His campaign is focused on smaller government and less intrusive policies.

Carmen Rice (Republican)  The former chair of the Muscogee County Republican Party, known locally for her grassroots work with America First.  She is focused on Public Safety & Law Enforcement with a focus on recruiting & retaining staff. A mother of four children who have been homeschooled, and attended public and private schools she is also focused on Education funding for teachers, students, and parents. Carmen is a supporter of the I14 initiative.

Dr. Donald Moeller (Republican) A veteran, who served for 20 years in the US Military starting his residency program in 1980, after graduating college. Dr. Donald Moeller is a dedicated Republican, who proudly embraces the America First Agenda and has a strong commitment to upholding the Constitution. He is focused on dealing with the Georgia budget and Georgia’s needs, specifically in the Healthcare and Education space; he is concerned with the shortage of teachers and nurses in our district.
